A tool is presented that will allow issuing alerts after the disappearance of a minor

The Ministry of Interior has presented a new tool that will allow issuing alerts and calls for collaboration to the population in the first hours of the disappearance of a minor.

The minister has signed a Collaboration Agreement to disseminate notices to the population, the document has been signed by 16 public entities and bodies and primates such as Adif, RENFE, the Federation of Journalist Associations of Spain, the Anar Foundation, Tuenti, La Vanguard, or Digital Freedom (I leave many, in the link at the bottom of the entrance you have them all). The project is co-financed by the European Commission.

Any means of communication, body or public or private entity with consolidated capacity to transmit messages to society may adhere to the System

The system, which has similarities with the 'Amber' of the United States and Mexico, will be activated under certain conditions in cases of child abduction, in order to act in the first hours more effectively; since the studies that have been carried out on this delicate issue, show that by becoming citizens 'eyes and ears' who collaborate with the authorities, the chances of avoiding a tragic end are increased.

Conditions for an alert to be issued:

  • That the missing person is under 18 years old.

  • That the disappearance has been previously ratified as high risk in accordance with Instruction 1/2009 of the Secretary of State for Security.

  • That exist reasonable evidence that the disappearance has been forced.

  • That police investigators have the presumption thatthe missing person is in a situation of imminent danger of death or risk for its physical integrity, as well as that the issuance of the alert attends to the interest of the investigation and will not constitute an additional damage to the minor.

  • That sufficient data are available on the disappeared person so that the request for collaboration from the population can give some positive result.

  • What exists consent for the issuance of the alert by those who hold parental authority or legal guardianship of the missing child.

High Risk Disappearances:

I found the instruction 1/2009 mentioned above, it seems that the police unit that receives the complaint makes a first assessment to determine (provisionally), if it can be considered high risk.

In case of minors, it is always presumed to be high risk ..., can only be excluded from the general rule exceptional cases in which circumstances that show the voluntary nature of the disappearance (leaks from detention / reception centers, or similar circumstances) concur.

The alert message issued can be seen at train stations, the Madrid Metro, media, ... It will include the phone number 900.300.330 for receiving citizen collaboration calls and other channels suitable for receiving information.

Likewise, it may contain a phrase alerting citizens of the possible danger of the situation in case of direct contact with the suspect, advising that the information available to the authorities be provided. The alert message may be altered depending on the evolution of the information received by those responsible for the investigation and immediately published on the website of the Ministry of Interior

What will the alert messages be like?

The message, which will include the inscription "Minor Alert Missing", It will contain information that is considered useful for the child's location, which in general may be:

  • Day, time and place where the disappearance occurred.
  • Name, age and sex of the child.
  • Updated photograph of the child.
  • Physical description of the child: height, weight, hair and eye color.
  • Description of the child's clothing when last seen.
  • In case a vehicle has been used: make, model, color and registration.

The period for which the alert will be disseminated will be for a minimum of three hours and a maximum of 24… beyond this limit, it may be extended by issuing a new alert that could include additional information in your case. The preferred diffusion zone may be local, autonomous, national and / or international.

The issuance of an alert will always respond to technical criteria, oriented to the interest of the research and to not harm the missing child. The alert message will be distributed, from the Secretary of State for Security to the Security Forces and Bodies but, above all, to the media, agencies and public or private entities with which the corresponding Collaboration Agreement has been signed, to spread it using the means of transmission available to them, directly to the population and / or other public or private organizations to collaborate with them in the secondary distribution of the alert.

The implantation of this type of systems is decisive, since it allows to send the information to the population earlyAt the same time, the rapid collaboration of citizens can cause many cases to be resolved satisfactorily.
